About the Position

The Preparedness Planning and Evaluation Analyst (PPEA) researches, plans, develops, analyzes, and evaluates the DHS Preparedness and Response Program to effectively address public health threats, including health emergencies and emerging diseases.

This position will develop, implement, evaluate, and update public health preparedness programs, plans, and trainings, including Department Operation Center functions, the Disaster Services Worker Training program, and the Department's Continuity of Operations Plan which ensure that Department essential functions can be continued throughout, or resumed rapidly after, a disruption of normal activities. To this end, the PPEA will assist with the planning, implementation, and analysis of discussion-based and operations-based exercises, including the creation of exercise plans and after-action reports for exercises and disaster events. Additional responsibilities include:
  • Short- and long-range planning and fund development
  • Processing and monitoring contracts, grants, board items, and requests for proposal/qualifications
  • Planning and facilitating meetings with staff and collaborative partners
  • Acting as a Department liaison at disaster preparedness meetings
  • Supervising and motivating other preparedness staff
  • Reviewing and interpreting disaster preparedness policies and laws
The ideal candidates will possess:
  • Knowledge of emergency preparedness and disaster response principles and practices as well as preparedness, response, and recovery responsibilities of local health departments in disaster operations.
  • At least one year of experience in a preparedness and response position in a public health setting with a significant role (i.e., planning section chief) in an Incident Command System (ICS)
  • Successful completion of ICS 100, 200, 300, 400, 700 and 800 trainings
  • Experience leading teams, managing projects, and collaborating with stakeholders which included performance tracking, progress reporting, evaluation, and continuous quality improvement
  • Familiarity with federal health preparedness grants such as PHEP and HPP
  • Excellent written, oral, and public speaking skills with the ability to maintain composure in high-stress situations
  • Experience with statistical analysis software, such as SPSS
