JOB DESCRIPTION
Position: Housing Program Coordinator
Location: Santa Rosa/SPR Rancheria
Supervisor: Executive Director
Salary: $58,000 to $68,000 DOE
Classification: Full time, Exempt
POSITION SUMMARY
The Housing Program Coordinator is directly responsible to the Housing Authority’s Executive Director for the administration of the Housing Authority programs including but not limited to construction of development and rehabilitation/modernization projects, rental assistance, emergency assistance programs, homeless assistance programs, and down payment assistance. The Housing Program Coordinator is the immediate Supervisor of the Housing Assistant, Housing Clerk, and the Maintenance staff. Incumbent will carry out housing program responsibilities associated with NAHASDA, BIA, IHS, FEMA, CA HCD and other Housing Authority projects.
DUTIES
- Serve as housing contact person for Housing Authority housing program
- Monitor activities to ensure projects are completed on time, within budget and in conformance with approved plans, specs, codes, standards and Housing Authority and federal requirements.
- Develop “Scope of Work” for rehab grant projects, Modernization projects and new construction projects.
- Perform project
- Be responsible for Contract Administration on all housing construction projects. Research, prepare, and maintain accurate and detailed records and reports on all
- Monitor budgets and expenditures within program area of
- Ensure project/contract files contain the following: information on labor, financial management, procurement, Indian Preference, and cost limits.
- Maintain a list of responsive and responsible contractors and clearly identify those entitled to claim Indian Preference. Implement a structured procurement process to provide for a fair and just opportunity for bidders to compete for work.
- Monitor federal labor-related requirements on all NAHASDA
- Develop independent cost estimates on all projects prior to bid or proposal
- Prepare preliminary and final site evaluation to determine if sites are suitable for developing housing units.
- Coordinate and help facilitate pre-bid, pre-construction, and other project coordination meetings. Ensure notes are taken and minutes are prepared and disseminated to all parties involved.
- Assist with coordinating and facilitating Housing Authority construction training programs and supervise Temporary employees, as assigned.
- Utilize office staff for program participant verification and processing of vendor
- Recommend with justification for using a work force employed by or under the supervision of the Housing Authority over the conventional construction method, when warranted.
- Provide weekly update to Executive Director on all construction activity and associated problems.
- Assemble housing application packets for distribution, send out applications and update forms as
- Set up all housing applications into client files and enter information into the Housing Data System (HDS) or similar software.
- On a daily basis update and maintain active/inactive files and enter new information into the HDS or similar software.

- Copy and file correspondence and other
- Disseminate any correspondence necessary for updating and/or completing
- Provide program assistance and policy guidance for Housing Authority
- Assist in the compilation of documents for policy
- Assists with preparation of all leases and homebuyer
- Assists with the heating, air conditioning, and air purification
- Assists with inspections, home visits, homebuyer's education, outreach, crime and prevention.
- Input work orders into the HDS and client
- Have knowledge and understanding of the loan process leading up to obtaining a mortgage and assist clients with this
- Act as a liaison between Housing Authority clients and home mortgage
- Assure that appropriate entries are made in all resident, client or property records and files and that files are in order and easily useable.
- Assure that confidentiality is maintained and that files are
- Maintains confidentiality on all matters of the Housing
- Serves as a back-up to the Receptionist

ABILITY TO
- Identify code deficiencies resulting from faulty design or
- Design and plan new or rehabilitation “Scopes of Work” for residential or commercial construction activities.
- Read and interpret building plans and
- Interpret and explain code and remedial work
- Communicate effectively, both orally, and in
- Establish effective working relations with Tribal and city staff, building owners, designers, engineers, architects, contractors and subs, vendors, and the public.

SUPERVISORY CONTROL
This position reports to the Executive Director and is the immediate Supervisor of the Housing Assistant, Housing Clerk, Maintenance staff, and temporary employees and others as assigned.
MINIMUM REQUIREMENTS
Bachelor’s degree in policy development or a related field. Preference will be given for experience in HUD Indian housing operations. Architectural or engineering experience desired. Must possess a valid California driver’s license.
GUIDELINES
Included for this position are Housing Authority policies and procedure manuals, Tribal ordinances, HUD regulations, IHS procedures, HIP manual.
PERSONAL CONTACTS
Personal contacts are with individual residents and housing program participants and Housing Authority staff, Tribal staff, vendors, contractors and their subs, architects and engineers and various governmental agencies. The purpose of these contacts is to relay program information, interpret rules and regulations direct subordinates’ responsibilities, comply with regulations, report project updates and to keep open and positive communications flowing between entities.
WORK ENVIRONMENT
The office space is located at the Housing Authority Office located at 1420 Guerneville Road, Suite 7, Santa Rosa, CA. Outside inspections may expose individuals to in climate weather conditions. Sites may contain hazardous materials including unsanitary sewer systems.

All new employees will serve a six-month initiation period to enable the Executive Director to determine their suitability as an KHA employee. After the six-month initiation period, the employee will be evaluated on his/her performance and at that time it will be decided if the employee is entitled to Full-time Regular Status.
